If the Config Tool, or the QuickConfig Wizard pops up with WinHttpSendRequest error 12175 when it tries to do a license check-in, this means that the computer’s certificates may be corrupted or not updated.
This problem can be also verified by using Internet Explorer (do not use other browsers, it must be tested with IE because IE uses the server’s internal certificates) to go to https://sub01.nlsubscription.com/test.htm
This page should come up correctly with just the text “License server test page”. If there are errors when the browser opens the page, it may reveal more about what is happening.
To fix this problem, apply all updates to the operating system and then reboot the computer if requested by the updates. This should make sure that all of the security certificates on the computer are updated.
