You can stop the User Access Control (UAC) dialog box from popping up in the future by clicking on “Change when these Notification Appear” at the bottom of the dialog box and move the bar down to “Never Notify”. After adjusting the UAC, restart your system so that the changes can take place.
If you then get a Security Warning as shown below, uncheck “Always ask before opening this file”. You should now be able to open an application without getting any UAC dialog box in the future.
You can also adjust the User Account Control settings by going directly to the Control Panel, choose Action Center, and then Change the User Account Control settings.
