TotalView v10’s license check mechanism is designed to support TLS v1.2. If you are running an older operating system like Windows Server 2008 or Windows 7, it does not natively support TLS v1.2.
TLS v1.2 support can be added to Windows Server 2008 and Windows 7 via a Microsoft patch:
